Issue Vulnerable persons and biological data at the end of risk cascades
Summary
The report suggests that risks affected by many others while having few direct impacts of their own may represent the final stage of a cascade. Vulnerable persons and biological data are named as such risks. Dealing with them calls for a holistic approach that reduces risks further up the chain. Overall, the report stresses that coordination is needed to address the underlying trends driving these risks. Vulnerable groups in particular are affected by chronic risks across all seven themes of security, societal change, technology and cyber security, geopolitics, environment, biosecurity and economics. In its biological data chapter, the report also warns that such data could be used to discriminate genetically against people who already face inequality.
