Signal Korea's Basic Plans already embed data-centre efficiency through PUE assumptions
Summary
Both the tenth and eleventh Basic Plans state that expected energy efficiency gains are reflected in their data centre outlooks. Power usage effectiveness, the ratio of total facility power to IT equipment power, is the indicator used, with values nearer one meaning higher efficiency. The tenth plan assumed Korean data centres would converge on the global average as green data centre certification spreads. The eleventh plan multiplies new contracted capacity by utilisation and then applies improved efficiency to soften the demand increase. Facility-level cooling and power-supply efficiency is therefore already inside the official outlook, unlike market-driven efficiency in chips and software.
