Signal Kenya AI Public Administration: Two Deals, No Money
Summary
Kenya signed a memorandum of understanding with Stanford University's Hoover Institution on September 21 and a joint declaration with Anthropic on September 22, both in New York during the UN General Assembly. Neither agreement includes funding, binding obligations or staff allocations. Kenya's National AI Strategy for 2025-2030 requires KES 152 billion, about US$1.17 billion, against a current annual ICT budget of KES 10.47 billion, about US$81 million. That is roughly 14 times the existing allocation, and financing has not been secured. The scope covers skills and research, safety testing and public-sector applications, education and healthcare, digital infrastructure and governance, and data sovereignty under Kenyan law. A draft national AI policy was open for comment from July 21 to August 4, and a standing Cabinet Committee on AI was created on June 30.
