Summary
The essay's policy agenda for 2026 is to secure a sustainable 'stable speed' for Korea's innovation system, which no single data infrastructure can deliver. Research data on projects, outputs, technology transfer and joint planning should be standardised under relevant laws and global principles such as FAIR and CARE and linked to quality and security regimes. Firms need data for performance and risk management, regulation, scale-up capital and demand forecasting, while markets need monitoring of supply chains, global volatility and regulatory shocks. At national level the priorities include industrial safety, cybersecurity, tracking the effects of public R&D, detecting data manipulation and protecting tangible infrastructure such as data centres. The proposed safety net spans institutional, physical, relational, qualitative and system layers, from risk maps and guidelines to a data-centre and power-grid control system and security-graded management.
