Issue Korea's plan for a public-private National AI Computing Center with 50,000-plus GPUs
Summary
In response to the AI data centre boom, the Korean government announced on 8 September 2025 a plan to build an AI highway. Under it, the public and private sectors would jointly secure more than 50,000 advanced GPUs and establish a National AI Computing Center through a public-private joint venture. The center is to be built by a special purpose company funded by public and private investors, with the public stake cut from 50 percent to below 30 percent and the private stake raised from 49 percent to above 70 percent. Total project funding of more than 2 trillion won is planned from equity contributions and policy finance loans. Samsung SDS has submitted the sole bid to build the center in Haenam, South Jeolla, through a consortium with platform, telecom and cloud companies including Kakao, KT and Naver Cloud.
