Summary

Against concentrated control of AI infrastructure, the report sets out three Korean policy directions for securing high-performance computing. The first is strengthening technological self-reliance by fostering domestic AI chips through a neural processing unit project and expanding support for general-purpose AI development. The second is accelerating AI-based science by developing foundation models for six fields including biology and materials chemistry, and establishing a national science AI institute. The third is training advanced talent who understand AI chip design and high-performance computing operations, through new AI-focused universities.
