Issue Strategy 2: use the AI transition as a golden time with full-stack AI and nationwide adoption

Summary

The plan's review finds that the explosive growth of AI has boosted Korean companies in core supply chains such as semiconductors, but that Korea still falls somewhat short in developing frontier-class AI models comparable to those of advanced countries. The second strategy therefore aims to upgrade the full AI stack from data and infrastructure through computing and foundation models to converged services and physical AI, so that every citizen shares in the benefits of AI. It seeks to accelerate AI transformation not only in technology development but across research, manufacturing and industry, and public and everyday services. As core targets, the plan aims to lift Korea from 5th to 3rd in the Tortoise Global AI Index and to raise the share of people who have used generative AI services from 44.5 percent to 70 percent. It also targets 20 notable AI models over 2026 to 2030, up from 8 in 2026 by the Stanford AI Index count, and the deployment of 260,000 GPUs for AI.
