KISTEP's first agenda aims at a next-generation energy operating system that responds autonomously to a complex, distributed energy environment and makes optimal use of clean energy. Its first task is an intelligent operating framework able to sense, judge and control production, storage, trading and recovery in real time, including self-healing that restores the grid without human intervention. The second task integrates clean sources such as solar, wind and hydrogen with storage and demand response, where consumers actively adjust their load, and checks the resulting grid in a digital twin before deployment. The third task builds dedicated ultra-low-latency, high-capacity, high-reliability communications for the grid, with response times of 10 ms or less and reliability of 99.999 percent or more. Strong encryption across all control and data links between distributed resources and central systems is part of the security layer, and the report calls for R&D, demonstration infrastructure and institutional change to work together.
