Signal [Facts Limited] EU Commission's Public Consultation on CBAM Certificate Trading Rules Closes August 6
Summary
The European Commission opened a public consultation on July 9, 2026 on a draft delegated regulation setting out how the sale and repurchase of Carbon Border Adjustment Mechanism (CBAM) certificates will operate, with the feedback window closing August 6, 2026, Eurometal reported. The draft, based on Regulation (EU) 2023/956, establishes detailed rules governing certificate sale and repurchase, operation of a common central platform, applicable fees, and interaction between the platform and the CBAM Registry. Beginning February 2027, authorized CBAM declarants would purchase certificates through the common central platform, managed by the European Commission in cooperation with member states under a joint procurement agreement that entered into force December 16, 2025. Member states would sell and repurchase certificates solely through designated competent authorities. CBAM entered its definitive compliance phase on January 1, 2026, currently covering six sectors: cement, iron and steel, aluminum, fertilizers, electricity, and hydrogen. The draft regulation has not yet been adopted; most provisions would apply from February 1, 2027 if approved.
