Summary
The report proposes rebuilding inter-Korean relations on a two-track approach that combines sustainable peace-building, through strategic communication channels, humanitarian exchange and resumed economic cooperation, with security through defence reform and advanced defence industries. The END initiative of exchange, normalisation of relations and denuclearisation aims at real tension reduction and restored trust. Measures include security centred on the alliance with the United States, restored inter-Korean liaison channels, restoration of the September 19 military agreement, reunions of separated families and joint responses to climate change and disasters. Energy cooperation projects staged to the peaceful coexistence strategy would tackle North Korea's chronic energy shortage while easing tension. Linking pragmatic diplomacy with values is also meant to increase communication in unification policy and national interest in a unified peninsula.
