Issue Agenda 3: Accelerating green and white bio-industry innovation through synthetic biology

Summary

KISTEP finds that Korean bio policy and investment have concentrated on red biotechnology, leaving green and white bio industries under-supported and immature. The agenda aims to accelerate synthetic-biology-based green and white bio innovation and lay foundations for global market leadership. Its first task uses public procurement to create early demand for new products, alongside performance-linked R&D and business-friendly incentives. The second task reforms regulation, moving from positive-list rules toward demonstration-based special exemptions and improving certification and standards for new materials. The third task builds demand-driven open biofoundries, with a demonstration-to-procurement R&D track and distributed regional foundries specialised in fields such as marine, pharmaceutical and agri-life industries.
