Issue Korea-China cooperation on AI diffusion in third countries

Summary

The report proposes widening Korea-China cooperation on spreading AI in emerging and developing economies as part of joint projects in third countries. Korea's national policy agenda already lists a multi-country global AI fund, overseas diffusion of Korean AI technology, cooperation on AI start-ups and leadership in global AI norms and standards as international strategies for becoming a top-three AI power. The new government's growth strategy adds support for exporting a Korean AI ecosystem through ODA and KSP programmes, along with leadership in AI standards debates. Against this background, the authors see room for Korea and China to cooperate on AI transformation of industry. Examples include AI-based government, factory conversion, AI services in medicine, environment and law, AI cities, construction and logistics projects pursued with Chinese partners in third markets.
