KEIS calls for Korea to prepare for the low-carbon transition in step with changing international trends. It stresses that the transition is not merely a technical change but a complex process involving social, political, cultural and international dimensions. Beyond technical regulation, the shift from fossil to low-carbon energy should be pursued in line with international low-carbon developments. Because clashes with the existing fossil-based system are unavoidable during the shift, the understanding and cooperation of stakeholders including international partners, the state and industry are required. The report adds that workers moving to other labour markets during industrial transition need retraining and support.
