Summary

The report's appendix explains how the Building towards scale recommendations at the end of each technology chapter were produced. The Dubai Future Foundation drew these calls to action from its strategic outlooks to support each technology's path to scale. The recommendations were machine-led in development and afterwards refined for consistency. Each was then tagged to one or more of six decision-maker groups to show which group can act on it. The groups cover policy and regulation, developers and manufacturers, infrastructure and procurement, capital and risk, standards and certification, and research and academia. Examples of members range from ministries and central banks to grid operators, insurers, standards bodies and universities.
