Summary
The essay argues that Korea needs concrete processes and platforms that react quickly to drivers of change and feed the direction of social change into policy. It recommends systematising strategic foresight, building foresight capacity inside government through a dedicated unit, linking foresight to policy, strengthening evidence-based policymaking and internationalising futures research, while offering outputs that users can actually apply. First, an agile and robust foresight system should start by confirming demand from government, research institutes, firms and foreign foresight bodies and agree on topic, horizon, duration, output format and budget. Second, generative AI can shorten expert-heavy stages and raise efficiency, provided its scope and prompts are set to the client's needs. Third, Korea should join global foresight networks on ageing, digital divides, AI ethics, cybersecurity, transhumanism and climate so that Korean context shapes joint responses.
