Issue Plan vision: new growth shared by all through science innovation and the AI transition

Summary

The sixth basic plan sets out the vision of new growth that everyone can share, achieved through science and technology innovation and the AI transition. It organizes this vision into four core strategies, namely the science and technology innovation system, the AI transition, technology-led growth and growth for all. The plan's own summary sequence is to establish the innovation system and lead the AI transition, and on that basis to accelerate technology-led growth and build a society in which regions and generations grow together. The minister's foreword states that the plan puts priority on restoring the values of autonomy, trust and collaboration with the research field at the centre. Covering 2026 to 2030, the plan was drawn up jointly by 36 ministries and agencies as the top-level national plan for science and technology.
