Issue Korea as a neutral mediator in global AI governance
Summary
To become one of the world's top three AI powers, Korea needs to lead in writing global AI governance rules and to expand cooperation on AI diffusion in the Global South, according to the report. International talks on AI governance have struggled to produce concrete results because the two leading AI powers, the US and China, disagree. The authors argue that Korea should champion an inclusive AI agenda that is weakening inside the US and act as a neutral leading state mediating between the two. Working with like-minded middle powers such as the EU, Canada and Japan is presented as the core response to the competition over global AI rule-making. Close cooperation with these partners is also needed to prevent misuse of AI, an area where even Washington and Beijing have strong incentives to cooperate.
