Issue Genetic privacy, liability and access inequality in quantum-enabled precision medicine
Summary
Integrating genomic, metabolomic and lifestyle data means collecting and analysing almost all of a person's biological information. KISTEP warns that this raises social risks including data leaks, discriminatory insurance and employment practices and genetic stigma. Liability is a second barrier, since when an AI and quantum system errs in diagnosis or prescription the practical responsibility still falls on clinicians, which discourages adoption. Quantum healthcare infrastructure also requires very large initial investment. Benefits may therefore concentrate in countries that seize the technological lead, deepening inequality of access and health gaps.
