Summary
In the short term, the report expects growing geopolitical instability and great power tensions could unsettle regions that depend on humanitarian services and aid. That would make diplomatic relationships harder to sustain and could intensify hostilities and terrorism. The report already sees geopolitical tension obstructing agreement among states inside international institutions. The UN reported a 46.4 billion US dollar gap in required humanitarian aid for 2024, and food aid has been cut back in several crisis countries. When Security Council resolutions are vetoed, conflicts drag on and aid and food fail to reach crisis regions. The report argues that cooperation with allies and with international bodies allows the UK to respond more effectively to state threats and terrorism.
