Issue Social infrastructure in the era of climate crisis

Summary

Rapid urbanisation, ageing infrastructure, the climate crisis and overlapping social, technological, economic, environmental and political pressures are combining into a compound crisis for infrastructure worldwide. Twentieth-century infrastructure was not designed for new patterns of climate variability such as extreme rain, heat and sea-level rise, so damage spreads as a triple burden on environment, society and economy. As more of the world's population moves to cities, urban assets such as roads, water and energy systems are directly exposed, while AI and other new technologies add energy and communications load. Informal settlements and low-income groups bear concentrated harm, raising questions of equity in adaptation, and fiscal strain and rising welfare costs delay renewal investment. The survey argues that infrastructure policy must undergo a whole-life-cycle climate-adaptive transition covering design standards, operations, finance, insurance and governance, combining technological innovation with social equity and political consensus.
