Signal IBM Commits More Than $10 Billion to Quantum Computing

On 2 June 2026 IBM announced plans to invest more than $10 billion in quantum computing over five years, covering R&D, capital expenditure, manufacturing scaling, ecosystem partnerships and M&A. The roadmap targets IBM Quantum Starling in 2029, described as the world's first large-scale, fault-tolerant quantum computer, capable of executing 20,000 times more operations than today's systems, with a follow-on system called Blue Jay planned to run one billion quantum operations across 2,000 qubits. As part of the push, IBM is set to receive $1 billion from the US Commerce Department for a new quantum chip foundry called Anderon in Albany, New York, matching it with $1 billion of its own cash plus IP, assets and staff; the foundry will operate a 300mm wafer line and initially produce superconducting qubit wafers. The announcement followed IBM being named the largest beneficiary of a $2 billion government quantum funding package, under which the Trump administration is taking equity stakes in nine quantum computing companies using 2022 CHIPS and Science Act funds. Analysts reacted positively, with Barclays projecting IBM's stock to reach $350 and Citi raising its target from $285 to $375.
