Issue Widening gap between threat and resilience
Summary
The report sees the geopolitical threat to the Netherlands growing, with closely linked digital threats capable of producing disruptive attacks on critical infrastructure. It also considers unilateral decisions by technology suppliers that disrupt public services to be conceivable. Climate risks add to this accumulation of threats, which endangers essential services such as electricity, internet, drinking water and payments. The National Coordinator for Security and Counterterrorism (NCTV) judges that resilience is failing to keep pace with the rising threat, so the risk of societal disruption is increasing. The report further warns that because online and offline life are tightly interwoven, the effects of cyberattacks can spread into areas where preparedness is insufficient.
