Signal Confidence in risk reduction fell for 23 of 28 risks
Summary
Respondents rate multilateral institutions fairly well on detecting risks and warning of new threats, but their faith in the ability to reduce risks has weakened. Over the two years between the surveys, confidence in risk reduction capacity dropped for 23 of the 28 risks assessed. The report points to resources being stretched to their limit as one cause. Indeed, 86 per cent of stakeholders said funding for risk reduction is inadequate. Even for risks with high preparedness scores, the good ratings came mainly from identification rather than reduction. The report sums this up as a system under strain in which the most important risks are becoming the hardest to manage.
