Issue Reviving local commercial districts shrunk by population decline
Summary
Population decline has shrunk local commercial districts, and the report sets the goal of reviving them and raising the quality of daily life. Local governments would lead a new commercial district management system. Commercial district data would be built around the living population as the basis for policy. Policies would be tailored to district types such as neighbourhood, station-area and tourist districts, with basic local governments' commercial district plans put into law and support differentiated. Core tasks also cover cultural and housing services in living zones and regeneration of small and medium cities, with the aim of reviving local consumption and everyday economies. The report expects these steps to strengthen the sustainability of small and medium cities and living zones.
