Issue AI in public administration: accountability and AI literacy
Summary
The report expects AI agents to play a growing role in carrying out policy, so that a larger share of decisions could be made by AI. Such use of AI may change the relationship between citizens and government. Its effects reach supervision, liability, job design, quality control and public accountability. As a result, AI literacy is becoming more important across the ecosystem in which government operates. The report sees AI literacy turning into an administrative and organisational precondition for responsible procurement, oversight, validation and public accountability. It also warns that dependence on a few mostly American technology firms makes it harder for governments to meet their duty of care and accountability and can cause disruptions to operations.
