The strategy compares Korea's IT and non-IT GDP using an index with 2000 set at 100. The IT index rose from 42 in 1995 to 185 in 2005, 440 in 2015 and 882 in 2024. Over the same period the non-IT index rose from 76 to 126, 178 and 214. The IT sector's contribution to growth increased from 1.0 percent in the 1990s to 11.6 percent in the 2000s and 2010s and 30.5 percent in 2020 to 2024. The government uses these figures as the clearest measure of growth concentrated in one sector.
