Issue AI-based military technology outside democratic oversight
Summary
The report warns that AI-based military technology may be developed out of sight of regular governance and democratic control. As a result, norms, limits and conditions for use in the security domain sometimes come up for debate only after the technology is already in operation. The issue is raised in the same passage that describes big tech companies as a geopolitical power factor. According to the report, these firms use the rise of generative AI as a springboard to influence regulation, advance their agendas and entrench themselves in policymaking. The report also holds that AI lets attacks unfold faster than people can respond, leaving human intervention too slow and pushing defence toward autonomy as well.
