Summary
Because young people leaving the regions weakens labour, consumption and innovation, the report calls for a youth settlement ecosystem. The direction is to let young people live, work and grow in their regions, backed by stronger housing and cultural infrastructure. Strategies include a school-to-work system linking universities, companies and local governments and the fostering of high-wage technical jobs in digital, green, ocean and bio fields. Medical, educational, housing and cultural services would be expanded to improve settlement conditions. Expected effects are higher youth employment and settlement rates, a slower pace of population decline, a stronger regional talent cycle and better quality of life in the regions.
