Alongside reconciliation, the plan sets the goal of a strong security posture grounded in elite military forces and comprehensive deterrence based on the alliance with the United States. It presents this posture as the condition under which North Korean provocations will not be tolerated. Related national tasks include building elite forces prepared for a changing defence environment. They also include transferring wartime operational control on the basis of alliance deterrence capabilities.
