Issue Humanitarian crises crowding out climate mitigation funding
Summary
The report lists a shift in funding priorities as a long-term uncertainty. If humanitarian emergencies in unstable parts of the world take precedence, support for climate change mitigation could fall short. International climate initiatives might then stall, and environmental and socio-economic problems could worsen. The UN has already reported a 46.4 billion US dollar shortfall in humanitarian aid for 2024. A 2024 UNEP assessment also found that full delivery of national pledges would still mean warming of 2.6~3.1 degrees, well beyond the 1.5 degree limit. The report sees driving joint action on climate change as a central task for international bodies.
