Trend International institutions constrained in promoting peace and cooperation
Summary
The UK government's Chronic Risks Analysis finds that major international bodies, including the UN, NATO, the WTO, the World Bank and the ICC, struggle to advance world peace, security, wellbeing and cooperation. Many of them, key UN programmes among them, suffer funding shortfalls because they depend on voluntary and therefore unpredictable contributions. Internal bureaucracy can also stall their work, as when ICC judges trained in different national legal systems cannot agree on how new laws apply. Geopolitical rivalry among states makes consensus harder to reach and weakens institutional effectiveness. Unequal representation, particularly the under-representation of African nations, adds further friction. The report nonetheless sees a mixed picture, pointing to higher NATO defence spending and the African Union's entry into the G20 as positive developments.
