Issue Building a demand-based, agile foresight pipeline tied to policy goals
Summary
The author holds that STEPI has assembled most elements of a national strategic foresight system but still lacks the pipeline and governance that would carry results into policy. Three directions are proposed to close that gap. First, research should be designed around demand from policy units, including topics, time horizons and output formats, with continuous interaction during the work. Second, the foresight process must become agile and robust, able to deliver meaningful outlooks in a short time while withstanding diverse shocks. Third, results should be tied directly to goal-setting and strategy formulation. The author adds that raising the future literacy of policy clients through training and materials is part of discovering real demand.
