Issue Technology sovereignty and science-technology diplomacy for Korea
Summary
The report argues that Korea needs technology-security diplomacy that protects its national interest and industrial competitiveness by strengthening technological sovereignty and diversifying supply chains. In an era of US-China technology rivalry, innovation policy and foreign policy must be integrated rather than run separately. Korea should deepen advanced-technology diplomacy that fuses technology and security with major partners and take an active part in shaping international norms. Science and technology diplomacy should concentrate on emerging fields such as AI, space, quantum and biotechnology through active participation in bilateral and multilateral forums. The task matters because Washington pursues selective decoupling in security-critical fields with allies while China has raised self-reliance in chips and AI to a national strategy.
