Issue Quantitative evaluation and feedback to make greenhouse gas policies deliver the NDC
Summary
The report names a quantitative evaluation and feedback system as the core task for ensuring that greenhouse gas reduction policies actually work. Current policy design tends to rely on engineering estimates from laboratory settings, which overstate the real effects of policies. Economic evaluation of how much each sectoral reduction measure actually contributes is lacking, which limits policy refinement. A virtuous cycle of evaluation, review and upgrading is presented as necessary to make the NDC achievable. Upgrading the climate change impact assessment to build quantitative evaluation and feedback is proposed as part of the same agenda.
