The second cross-cutting policy area holds three implications for security: advanced communication technology that promotes innovation and understanding while enlarging exposure to cyberattack, espionage and system failure, the possibility that global capacity to face existential risk cannot be built while disinformation and ideological division prevent agreement on basic facts, and essential services put at risk by foreign or unpredictable owners of critical internet infrastructure.
