Signal Sovereignty gaps are dated to become visible between 2025 and 2027
Summary
NTT DATA's adoption timeline for sovereign silicon begins with a period in which gaps in sovereignty become apparent. Between 2025 and 2027, demand for trusted, high-performance computing is expected to outgrow what existing supply chains can provide. From 2027 to 2029, selected nations and companies mature their own chip stacks through domestic design, fabrication and packaging. Between 2029 and 2032, heterogeneous and energy-efficient designs such as chiplets, photonics and AI accelerators become mainstream. After 2032, the report expects sovereign computing grids and advanced chip ecosystems to influence global alliances and power structures in the digital economy. The early stage therefore acts as the trigger for the investments that follow.
