Signal Remedies Abandoned: US Civil Rights Enforcement Under the Trump Administration
Summary
Human Rights Watch published a report on August 13, 2026 documenting the systematic dismantling of US federal civil rights enforcement since January 2025. The Justice Department's Civil Rights Division was cut from roughly 400 attorneys to 110 by June 2025, while its Voting Rights Section shrank from dozens of lawyers to three. The Education Department's Office for Civil Rights terminated 299 of 568 employees in a single day in March 2025 and closed seven of twelve regional offices, resolving only 112 of nearly 12,000 pending cases in 2025. HUD's Office of Fair Housing was cut by 70 percent and closed or halted at least 115 fair-housing complaints without findings, while its complaint hotline was disconnected. The report is based on 43 interviews and thousands of documents reviewed between August 2025 and May 2026.
