Draghi finds that about 40 percent of EU imports come from a small number of suppliers and are hard to substitute. Roughly half of those concentrated imports originate in countries that are not strategically aligned with the EU. That fragmentation, the report argues, deprives European industry of economies of scale, standardisation and interoperability.
