Issue Tech dominance and critical minerals need targeted mitigation
Summary
The report suggests that risks with few direct connections sit at the edge of the network and may need more targeted mitigation. For example, concentration of risk through dominance of global technology affects 19 other risks and vulnerabilities, and growing competition for critical minerals affects 14. Yet each of them is affected by only two chronic risks. Tackling the other risks in the network is therefore unlikely to make much difference to these two problems. The report judges that measures aimed squarely at these risks are needed to limit their direct and indirect harms. In its supply chain chapter, the report likewise expects supply chain technology to depend on a few firms and regions and clean energy mineral prices to rise with decarbonisation.
