The third driver in the KISTEP scenarios is the reshaping of the technology, economic and security order into a complex geopolitical system. In a second globalization, tensions ease and science and technology create a new and efficient division of labour and collaboration. In a reorganization path, continuing tensions strengthen global blocs while limited cooperation keeps a stable balance. In a global conflict path, intensifying national self-interest deepens conflicts around the world. The scenarios show that the plan treats geopolitical fragmentation as an open question rather than a settled outcome.
