Summary

The plan proposes to institutionalise participation and communication as principles of governing, and to build cooperative governance founded on citizen deliberation, mutual respect and trust. It aims to settle citizen participation, deliberation, communication and cooperative governance at every level from villages to national affairs through a comprehensive strategy. Its headline target is to restore Korea's democracy index to the world's top ten, with particular improvement in participation, deliberation, political culture and government functioning. Other goals include wider public deliberation on major policy issues involving citizens and stakeholders, stronger constitutional and civic education, and cooperation between government and the National Assembly and between government and civil society. Related national tasks call for a politics of integration and participation, and these remain government goals.
