Summary
To respond to regional extinction and promote balanced development, the report calls for platforms connecting regional flagship national universities, specialised vocational education and regional industries. It proposes an integrated model linking regions, schools and local governments that connects care, career guidance and higher education. A job ecosystem and settlement support would help local talent stay in their regions. The state would take greater responsibility for young people's transitions by strengthening support for the move from school to work. Breaking down barriers between ministries and activating linked programmes are also proposed, with the aim of easing youth idleness and the low birth rate.
