Issue Building an integrated performance management system for the second relocation
Summary
The report recommends setting key performance indicators for the second wave in advance rather than judging results only after the fact. Suggested indicators include the settlement rate of the resident population, the family relocation rate and the private investment induced by relocated agencies. These measures would feed a management system that allows support and policy adjustments to be tailored flexibly to each region's conditions. Regions that fall short of targets could receive additional support or see agency placements adjusted under a predefined mechanism. The proposal is one of four review directions for redesigning relocation, alongside a redefined goal, selective choice of destinations and advance improvement of living conditions. It reflects the first wave's experience, in which inflows faded after completion and many staff did not bring their families.
