The article closes with five policy approaches for building future strategy under uncertainty. First, futures research should be embedded institutionally, with a dedicated unit formally placed in the policy process and stable funding. Second, a demand-based system should make joint planning with client ministries routine instead of supplier-set agendas. Third, generative AI should be introduced into foresight processes under usage guidelines and parallel expert review. Fourth, participation in global foresight networks should expand, because issues such as AI, climate change and geopolitical risk cross borders. Fifth, strategy should become an adaptive system with periodic review and renewal so that it does not drift away from reality.
