Issue Integrated strategy for energy security and carbon neutrality, including critical minerals
Summary
Legal foundations for energy security have advanced, with the National Resource Security Special Act and supply chain framework laws enacted or amended. Yet the report finds that diversification of supply sources for critical minerals such as lithium, cobalt and rare earths, which depend heavily on specific countries, has been poorly executed. No policy framework yet addresses the power security issues that accompany renewable expansion. The report calls for an integrated strategy that cuts fossil fuel import dependence, secures diverse value chains and strategic stockpiles for energy, critical resources and clean energy equipment, and strengthens emergency response and international energy cooperation. A diversified carbon-free mix of nuclear, renewables and hydrogen, backed by storage and sector coupling for flexibility, is presented as the foundation.
