Issue International climate governance falling short
Summary
The report holds that, as the climate challenge grows, international and multilateral governance structures have in recent years fallen short in both approach and solutions for cutting greenhouse gas emissions. The European Environment Agency concluded that current policy efforts aimed at adapting to climate change cannot avert the rapidly rising risks. Successive climate conferences have not answered who should pay for damage, adaptation and loss, or how burdens can be shared fairly. Security and survival come to the fore as values when disasters strike or their consequences are imagined, yet unanimous recognition of climate change as a security problem has not been achieved. The UN Security Council has put the subject on its agenda several times but has not adopted a formal, binding resolution for all members.
