The report observes that older people's labour supply in Korea keeps growing under the influence of living costs, asset inequality and public job programmes. Public-sector senior job programmes, designed to support the economic security of vulnerable older people, have contributed strongly to this expansion. Participation in these programmes rose from 3.9 percent in 2015 to 8.3 percent in 2022. Because they are relatively accessible and have low entry barriers, they serve older people who find it hard to get private-sector jobs, and less-educated people and those aged 65 and over take part more often. KEIS nevertheless argues that systematic support for hiring older people in the private sector is essential if their labour is to be used well.
