Signal Draghi's recommendations enter EU policy through the Competitiveness Compass and the Industrial Accelerator Act
Summary
The Draghi recommendations are already visible in EU policy. The Competitiveness Compass, the Commission's roadmap of January 2025, adopts the report's three tasks of closing the innovation gap, combining decarbonisation with competitiveness and reducing strategic dependencies as the pillars of future competitiveness policy. The Industrial Accelerator Act proposed on 4 March 2026 builds explicitly on the report by introducing Made in EU and low-carbon requirements into public procurement and public support schemes for steel, cement, aluminium, cars and net-zero technologies. Sector-by-sector simplification packages submitted since February 2025 follow the same line. The report stresses, however, that a recommendation, a proposal, an adopted law and actual implementation are different stages whose results must be judged on concrete design and execution.
