Issue Overhauling economies to fit within planetary boundaries
Summary
The report describes the Planetary Health Check as a diagnostic tool that sets a clear benchmark, namely that societies must return to and stay within the safe operating space. Taken seriously, that benchmark would require overhauling how economies and societies work, well beyond environmental protection. Biophysical limits must become binding material caps and circular production models, and economic goals should center on stable life-support systems and human well-being rather than GDP growth. Just as climate policy introduced a remaining carbon budget, similar limit and budget approaches are needed for other boundaries, revealing underpriced risks and the value of intact forests, clean water and stable soils. Systems such as rainforests, monsoons and ice sheets, vital to global stability regardless of borders, should be recognized as planetary commons whose transboundary value economic frameworks account for. The report stresses that emission cuts alone cannot stabilize the climate and that respecting the other boundaries is a precondition for any credible climate pathway.
