Issue Agenda 6: Upgrading innovation policy through linked and integrated data
Summary
KISTEP finds that Korea's science and technology policy data are rich on R&D inputs but poorly linked with economic, industrial and social data, which weakens policy effectiveness. Management systems are fragmented, so interoperability and policy use of data are low and each ministry keeps its own management standards. As a result, science and technology policy has not expanded into industrial and social innovation and remains an R&D-centred closed loop. The agenda proposes an open policy data living lab with a data trust system that removes legal uncertainty over data ownership and use, and a common data standardisation guideline covering definitions, code systems and update cycles. It also calls for a policy support platform with forecasting and simulation functions, real-time dashboards, and a transition-oriented performance analysis that judges what economic and social value science and technology innovation has created.
